It was touted as the Indian version of ‘cash-for-clunkers’.As road transport and highways minister Nitin Gadkari spelt out details of the much-awaited vehicle scrappage policy in the Lok Sabha in March, the aim was to achieve two goals — give a boost to automobile manufacturing and lower carbon emissions. But the policy does not go beyond vehicle scrapping.
